Richard Jewell is like that kids TV show where a kid who did nothing wrong gets blamed for something bad. In this case the hero of a bombing is regarded as the perpetrator. It's a true story. I imagine Clint Eastwood made this film because he wanted to show the FBI's track record of pursuing the innocent in light of Trump's investigations. But the master leaves things open ended. The film just is.
