In The Line of Fire is the Secret Service parallel to Silence of the Lambs. John Malkovich plays the top of his game as a disgruntled assassin. We know his identity before the good guys do, but we don't know his motive. Eastwood, timelessly appearing as old as ever, is on his usual "we used to do things this way" schtick. He's his own film genre, and it works well with this story.
