It's hard to say whether Japanese audiences will find much fun in this opus of an ant farm display of the internal workings of a US city's bureaucratic office. A four and a half hour epic, we see various offices of the city hall, from police, to cultural events, low-income housing meetings, and more. We spend a lot of time with the mayor to become familiar with that job. How about a Tokyo version?
